Kobe City Hall Observation Lobby

The observation deck on the 24th floor of Kobe City Hall is a free viewing spot near Sannomiya Station. A red elevator on the first floor, the first one on the left, takes visitors up to a view that covers both the port and Mount Rokko. Entry starts at 9 a.m., and the indoor space has air conditioning and restrooms, so it can be seen in under 10 minutes. Construction buildings on the water side and nearby high-rises block the view of Port Tower.
