Izawa Jeju City Hall is a Japanese steak restaurant near Jeju City Hall that serves gyukatsu and rosu katsu. The gyukatsu comes on a small tabletop grill so you cook it further to the doneness you want. The beef is seared on the surface only, and grilling it again makes the beef flavor clearer, while cooking it through does not make it tough. Staff service comes across as perfunctory.
